I have a little problem when I delete from MySQL

I'll try and explain this so it makes sense.  Let's assume that I have 200 records.  Let's say that I now delete record #28.  Now I have 199 records.

Now I get the wrong record on my links.

How can I fix this.  I'm linking to the ID.

I think I figured this out.  I believe that
I had my WHERE statement incorrect.
