Problem in paging

In paging it display the total no of pages but on first page it display all the record.

Set Page size = 3;
and total record = 13;
Total page = 4 or 5 -CORRECT
per page record listing = 3 NOT CORRECT it shows all 13  record in start page

Can you provide a piece of the template you've used to define the Navigation Bar ?
